In 2022 the Village had KL Engineering perform a traffic study for the intersection of North Towne Road and Vinburn Road. The study showed an improvement was warranted to make this intersection safer.
They provided 4 alternatives
Modify the intersection geometrics $50,000
Make it an all-way stop $35,000
Install traffic signals $230,000
Construct a roundabout $1,400,000
Public services reviewed the study and concluded this might warrant the help from Highway Safety Improvement Program (HSIP). The Village Board authorized Staff to apply for the grant to fund a roundabout. DOT reviewed the grant application and shared that crash data and injury data from those crashes didn’t score high enough for the HSIP grant application to be awarded but it could support installing traffic signals. The HSIP grant was modified to request the intersection become signalized when Vinburn Road is reconstructed in 2027.
The Village was awarded the HSIP grant for a total of $798,560 federal/state share (90%) and the Village contributing $88,729 (10%). This grant includes modifications to the configuration of the road as well as adding signals.
The Village Board authorized to make the intersection a four way stop in 2023 to help mitigate the crashes until the signals can be installed.
